Alaska resource rent revenue: sources and spending

The article deals with the oil revenue impacts on Alaska state government budget and finances with a focus on sources and spending of Alaska oil revenue. Specific tax and royalty payments into unrestricted and restricted budget funds are described. Spending and distribution of oil revenue aimed at welfare of living and future generations of Alaskans are discussed. The authors support the view on Alaskan Permanent Fund and Alaskan Oil Personal Dividend as a unique model of democratic distribution of public wealth. The evolution of petroleum production tax system in Alaska functioning as a means of oil rent sharing between the state and oil industry is analyzed.
