This article makes an attempt to highlight how complicated and ambiguous the process of developing a state security policy was during unification of Germany, to analyze the ongoing discussions, to show that sometimes political opponents were united in what measures should be taken against the former MSS, and there was no unity between the allies. In the work we used the memoirs of participants in the events, administrative documents, as well as interviews with the former Chairman of the Council of Ministers of the GDR, Hans Modrov.
