Further reduction of strategic nuclear weapons of Russia and the US in the context of broad understanding of strategic-military balance

The article attempts to suggest a set of measures which if realized would create favorable conditions to revive negotiations between Russia and the US on further reduction of their strategic nuclear weapons aimed at conclusion of a treaty as a follow-on to the New START Treaty.
