In the XXI century American President and Congress forced by the Constitution to share authorities are still the rivals for power. An ultimatum and a deadline are their basic instruments of political bargaining. The conflict dominates their relations. This book aimed to expose a mechanism of cooperation between these institutes. It includes three case studies –the administrations of B. Clinton, G.W. Bush and B.Obama. Each of them has its own history of cooperation with the Congress, but the essence is the same – conflict and rivalry.
