The article is devoted to the analysis of the specifics of administrative and legal regulation in modern France. The focus is on the main risks and opportunities associated with administrative regulation, in such sensitive areas as entrepreneurship and innovation. The main directions and difficulties of public administration modernization in the conditions of the digital economy are considered. The contradictory effect of the rigid administrative regulation in the innovation sphere is analyzed. The stability of the dirigisme traditions has been revealed. It is shown that the dirigisme way of France's social and economic development is a serious barrier to the digital modernization of the national economy.
