On August 16, 2025, an article by Eduard Solovyev, Head of the Center for post-Soviet Studies of IMEMO, Cand. of Science (Politics), and Nikolay Rabotyazhev, Head of the Sector "Russia and the New States of Eurasia", Cand. of Science (Politics), "Who, How, and Why Fought Against the Use of the Russian Language in Ukraine" was published on the website of the business magazine "Profile".

After Ukraine gained independence in 1991, the Kyiv leadership began to build national statehood. The local elite considered the formation of a Ukrainian-speaking environment to be an important step on this path.
