The talks on China’s accession to the strategic arms limitation negotiations have been going on for a long time. Beijing has always adhered to the general policy that it would not join anything, but with a reservation. Sergey Lukonin thinks that Beijing is ready to consider this option if China’s nuclear arsenal reaches the level of the United States and Russia.
