The International conference of young scientists « Global Governance: crisis or transformation?» was held in the Primakov National Research Institute of World Economy and International Relations of Russian Academy of Sciences (IMEMO), Moscow on October 29-30 2020.

The conference was held in a mixed face-to-face and distance format, the majority of speakers performed their reports via video broadcast.

The conference was attended by 94 young scientists and Ph.D students from different institutes of Russian Academy of Science (RAS)IMEMO, Institute for African Studies, Institute of Europe, Institute of Latin America, Institute of Oriental Studies, Institute for Slavic Studies, Institute for US and Canadian Studies, Institute of Economics, Institute of Economics of Urals Branch of RAS (Yekaterinburg), Institute of Economics and Industrial Engineering of Siberian Branch of RAS (Novosibirsk);

from leading scientific centers of MoscowDiplomatic Academy of Russian Foreign ministry, Financial University under the Russian Federation Government, Higher School of Economics, Institute of Legislation and Comparative Law under the Russian Federation Government, Lomonosov Moscow State University, MGIMO University, People’s Friendship University of Russia, Plekhanov Russian University of Economics, Russian State University for the Humanities;  

from Russian regional universitiesKazan Federal University, Peter the Great St. Petersburg Polytechnic University, Tomsk State University, Southern Federal University (Rostov-on-Don), Ural Federal University (Yekaterinburg);

as well as from non-profit expert structures – National Commitee for BRICS research, Social Engineering Agency, Global Shapers Community Moscow. The participants from China (studying at Gent University, Belgium) and Serbia (studying at People’s Friendship University of Russia) represented international science community.

The welcoming remarks to the participants were addressed by Feodor Voitolovsky – IMEMO Director, Corresponding Member, Dr. of Sciences (Politics), RAS Professor. He stressed that global governance is a set of principles, norms and institutions designed to regulate different areas at the international and supranational levels. Nevertheless factual and normative (ideological) components are often confused, which complicates the study of the subject. The concept of global governance emerged in 1970s and took off in 1990s in specific historical situation since it was necessary for the United States to establish global leadership. Today despite the development of international norms, principles and practices the global governance institutions (GGIs) including the UN Security Council, IAEA, UNESCO and etc. others lack efficiency. The concept of global governance was not necessary for US administration under D. Trump. Time will tell whether Washington will need it in the near future.

The conference included 12 sections, dedicated to theoretical and practical issues of global governance. Young scientists and Ph.D students discussed theoretical approaches, values, norms and legitimacy of GGIs, analyzed the work of global institutions and mechanisms, problems of global economic processes management. The participants observed in details US and China competition for global leadership, «green» agenda in global governance, problems of governance for natural spaces on land, in space and at sea. The special attention was drawn to the International security problems and to the aggravation of ideological and informational competition in the global space. A lively discussion took place on the problems of correlation between globalization and regionalization, the development of regional integration in the European and Eurasian spaces. The participants specially discussed the topic of Brexit as a challenge for regional integration concept. Social and humanitarian global and regional issues as well as the future of Russia and BRICS countries in the global governance system also was reviewed.
