The XXII International Conference "Public Administration in the Context of New Challenges" was held at Lomonosov Moscow State University on December 22–26, 2025.

On December 23, Valentina Kulakovskaya, Research Fellow of the Baltic Sea Region Integrated Research Group of the Center for Strategic Planning Studies of IMEMO, participated in the event and presented a report "Resource Security of the Baltic Region in the Context of the Emerging Multipolar World System".

The paper was devoted to the analysis of the resource security of the Baltic region in the context of the emerging multipolar world system. It examined the changes in the region's energy and logistics architecture, as well as the implications of the European strategy of reducing Russian energy resources imports. A comparison of the European and Russian adaptation models has been carried out, their economic effects and sustainability in modern conditions have been identified.
