70On October 13-15, 2022 a large-scale scientific event – the XIV Russian International Studies Association Convention is taking place at MGIMO of MFA of Russia.
On October 13 Research Fellows of the Center for Comparative Socio-Economic and Political Studies, Cand. of Science (Politics) Sergey Arteev and Cand. of Science (Politics) Maxim Sigachev organized and moderated the section "Transnational Political Spaces and Identity: Ethnic, Religious and Linguistic Aspects".
Other IMEMO researchers also participated in the section.
Research Fellow of the Sector for Analysis of Political Change and Identity of the Center for Comparative Socio-Economic and Political Studies, Cand. of Science (Politics) Andrey Bardin in his report "International Dialogue Formats as a Factor in Urban Development" focused on successful institutional experience of interaction between cities, which has proved its effectiveness abroad. He also spoke about the obstacles and prospects of the introduction of such practices in Russia.
In turn, Alexander Kamkin, Cand. of Science (Phylosophy), Senior Researcher of the Department for Comparative Political Studies of the Center for Comparative Socio-Economic and Political Studies in his speech "Migration and Export of Identities. The Example of the Federal Republic of Germany" focused on the fault lines deepening in modern German society and associated with multifaceted long-term migration processes, as well as with the continuing alienation in relation to the lands of the former GDR.
Anastasia Bogacheva, Junior Research Fellow of the Center for the Middle Eastern Studies, in her report "Iranian Balochistan: Key Actors and Practices of the 'Struggle for Identity'" presented an analytical overview of the situation of the Baloch in Iran, Pakistan, and Afghanistan, emphasized the identity specifics of the position of this minority ethnic group in Iran, and characterized the political activities of the Baloch diasporas in the countries of Persian Gulf and in the UK.
Sergey Arteev and Maxim Sigachev delivered a theoretical paper entitled "Transnational Political Spaces: Trajectory of Evolution”. Noting the growing role of weakly institutionalized spaces in world political processes, they proposed their own classification of such spaces and outlined the key factors in their functioning.
On the first day of the Convention at the International conference "Russia and ASEAN in the Asia-Pacific Region: Dynamics of Interaction, Regional Processes and Global Context" dedicated to the 55th anniversary of the Association of Southeast Asian Nations (ASEAN) a report was presented by Senior Researcher Stanislav Nozdrev "Public Debt as a Factor of Instability in the Countries of East and Southeast Asia". Stanislav Nozdrev's presentation focused on the current trends characterizing the development of domestic and external public debt in the countries of East and Southeast Asia. It was noted that the growing risks in the debt situation require greater financial integration of these countries in order to protect the financial stability and sustainability of the region.
At the Section 1.2. "The 30th Anniversary of Friendship and Cooperation Treaties between the Countries of Central Europe and Russia in the Context of New Geopolitical Realities" the reports were presented by:
- Anna Chetverikova, Cand. of Science (Economics), Head of the Sector of European Countries’ Economy of IMEMO Center for European Studies, – "Visegrad Countries in the Common European Economy: Possible Perspectives";
- Maria Pavlova, Cand. of Science (History), Research Fellow of the Department for European Political Studies, – "Historical Policy of Poland in 2021-2022: from Restitution to Reparations".
At the Section 5.8. "The Scandinavian-Baltic region in the New International Political Reality" Junior Research Fellow of the Department for European Political Studies Nikita Beluhin presented the report "Monuments to Soviet Liberators in the Norwegian Politics of Memory after February 24, 2022”.
On October 14 at the plenary session of the RISA Convention "The World. Out of the ordinary" Feodor Voitolovsky, IMEMO Director, Corresponding Member of the Russian Academy of Sciences spoke. He said that now in the world there are trends towards the development of a new bipolarity, one of the poles of which will be the United States and its allies in Europe and Asia, and the other – from one side it is formed by China, on the other – Russia is participating. This pole has no stable military blocs and relations of alliance. According to the expert, it includes a group of so far amorphous states that do not accept the return of the unipolar world model led by the United States.
The new US national security strategy identifies China as a long-term strategic adversary. China is a country with a growing economy, which is getting stronger militarily, politically, scientifically and technologically. It is a competitor to the United States. It is clear that other great powers, their ambitions and interests are not going anywhere. Russia and India are among them, and, apparently, the European Union will undergo some transformations.

- Head of Sector for Belarus, Moldova and Ukraine of the Center for post-Soviet Studies of IMEMO, Cand. of Science (Politics) Elena Kuzmina – "Regional Integration in Central Asia" (special session "Central Asia in the Context of Global and Regional Trends;
- Junior Research Fellow of the Center for European Studies of IMEMO Kristina Denisenko – "The German Chemical Industry in the Context of Current International Transformations" (section "International Business in the Conditions of Reformatting of the World Order").
On October 15 at the section 7.5. "Sociocultural Content of State Sovereignty: the Search for New Foundations of the World Order" (moderator – Dr. of Science (Politics), Professor Maria Mchedlova) the report "Sociocultural Factors in the Formation of New Political Spaces" was presented by Deputy Director of IMEMO, Corresponding Member of Russian Academy of Sciences Irina Semenenko. The report analyzed the trends of the formation of new political spaces in the context of ongoing systemic changes in the structure of the world order, revealed the reasons for the growing role of the identity factor and its use in the process of building new political communications, substantiated the interdependence between the priorities of ensuring the social and cultural security of the state and society and the implementation of development policy.
Section 7.2. "The Culture of Cancellation" in International Relations, Diplomatic Practice and World Politics" (moderator – Cand. of Science (Politics), Associate Professor of the Department of World Political Processes of MGIMO Leili Rustamova) included the speech of the Research Fellow of the Department of International Political Problems of IMEMO, Cand. of Science (History) Alla Korotkova. The report "Cancel Culture as a Mobilizing Factor in World Politics" highlighted the features of the "cancel culture" as a practice with certain traditions and rules and the role that this tool plays in public and political life.
