The “MEMO Journal” no. 3, 2023 is out of print. The issue is opened with an article by four authors devoted to a topical analysis of the international political economy of the ICT industry.

To security issues in the modern world is devoted a piece on the American strategy of active burden-shifting with regard to the PRC. Economic issues are presented by articles on tax instruments to stimulate innovation in EU countries, and on implemented and missed opportunities in trade between Russia and the countries of the Western Balkans.

The column "Politics and Society" features an article reflecting on the reasons for the stability of constitutional monarchies in the modern world. As always, the magazine pays a lot of attention to the country and regional themes. In this issue, you can find articles about the problems of Spanish society, Turkey's relations with the Taliban (is banned in RF), the "Khorasan" project of ISIS (is banned in RF) in Afghanistan.

Pacific Asia is represented by an article on the interaction between ASEAN and Myanmar. In addition, a review of Russian studies on trade, economic, scientific, and technical ties between the USSR and the United States during the years of détente (1972-2022) is offered, as well as a discussion of "friendship"/"unfriendliness" relations in the Indo-Pacific region.
