Council on the priority directions of the scientific and technological development of the Russian Federation

There was held a meeting of the Council on the priority directions of the scientific and technological development of the Russian Federation on the topic “The ability of the Russian society to respond effectively to the great challenges on the bases of the interactions between man and nature, man and technologies, the social institutions at the modern stage of the global development” under the guidance of President of the Institute Academician Alexander Dynkin.

The meeting considered the suggestion to the Council to develop a Comprehensive Scientific and Technical Project of the complete innovation cycle.

The following issues were on the agenda:

1. On the regulatory basis of the financing of the implementation of the Comprehensive Scientific and Technical Project of the complete innovation cycle. The speaker was Academician Alexander Dynkin.

2. On the work of the expert group formed to ensure åðó coordinated actions in the preparation of the suggestion to develop a Comprehensive Scientific and Technical Project of the complete innovation cycle "The development and the implementation of the complex of technologies for the complete innovation cycle and the equipment for processing, utilization and disposal of consumption waste". The speaker was Corresponding Member of the RAS Feodor Voitolovsky.

3. On the consideration of the draft of the suggestion to develop a Comprehensive Scientific and Technical Project of the complete innovation cycle "The development and the implementation of the complex of technologies for the complete innovation cycle and the equipment for processing, utilization and disposal of consumption waste". The speaker was Academician Leonid Weisberg.

The participants of the meeting pointed out the interdisciplinary nature of the researches, which are planned in the framework of the project, the complex nature of the suggested technological solutions, the presence of the rich fundamental scientific groundwork on the subject of the project among the group members. There were also made a number of remarks on the necessity to strengthen the socio-humanitarian component of the substantive part of the project: the description of the socio-humanitarian technologies used, the expected socio-economic effect, to expand the educational part of the project; on the need to reach an agreement on the participation of the Ministry of Natural Resources of the Russian Federation in the project as a responsible executor and a coordinator of the project; on the need to improve the economic component of the project and also on the need to receive letters of support from the customers and from the responsible project executors.

The Council decided to support the suggestion to develop a Comprehensive Scientific and Technical Project of the complete innovation cycle "The development and the implementation of the complex of technologies for the complete innovation cycle and the equipment for processing, utilization and disposal of the solid municipal waste" on condition that the suggestion should be revised, taking into account the comments made, and sent to the Council on the priority directions of the scientific and technological development of the Russian Federation for the Council on Science and Education under the President of the Russian Federation for the further consideration.
