Sergey Rascoltsev was a co-author of the article “OSCE Minsk Group: Lessons from the Past and Tasks for the Future”, published in the journal “OSCE Insights”, which is the successor of the collective monograph “OSCE Yearbook”.

The role of the OSCE Minsk Group as the key institution of the collective international mediation in the Nagorno-Karabakh conflict, considering also the latest events of autumn 2020, is analyzed in the comparative and practical perspective in the article. There are highlighted the main causes for the ineffectiveness of the Minsk Group in achieving a sustainable peaceful settlement and in preventing the new armed conflicts, which by the end of 2020 G. led to the fundamental changes in the status quo in the conflict. Admitting that the authority of the Minsk Group has declined in the recent years, the authors suggest a number of practical recommendations, due to which this unique OSCE institution may acquire a new significant role in restoring the confidence between the parties to the conflict, in opening borders and in negotiating the future status of the region.
