
The new comment by Alexey Arbatov about the meaning and the prospects of the START was published in the electronic bulletin “Nuclear Control”.
“The START was an important and useful step on the half-century path of limiting and reducing strategic offensive arms. It ensured the further reduction of arms and warheads to unprecedentedly low levels, counting from the Interim Agreement SALT-1 of the year 1972. In comparison with peak values (1991), the strategic arms limit levels were decreased in terms of warheads by about 6 times and in deployed carriers – by almost 3 times. During the same time, according to the principles of strategic stability, which were agreed upon by the two sides in 1990, the ratio of the number of warheads to carriers changed from 5: 1 to 2: 1 ....”
