«Non-State Actors on the New International Security Agenda»

On February 12-13, 2004, under the auspices of the Foundation for Prospective Studies and Initiatives (PSI Foundation), the International Conference «Non-State Actors on the New International Security Agenda» was held in the IMEMO conference-hall. Such issues as new challenges to the system of international security and the changing role of non-state actors within the system of international relations were analyzed at the conference. The conference participants also discussed the problem of non-recognized and failed states. Much of the discussion centered on intellectual and socio-economic aspects of crises management and conflict regulation, as well as on the new challenges to international humanitarian law, and legal and ethical aspects of security activities of non-state actors.
