On November 28, 2024, Alexander Lomanov, Deputy Director of IMEMO, Professor of the Russian Academy of Sciences, Dr. of Science (History), delivered a report “New Concepts of China's Foreign Policy against the Background of World Changes” via video link at the International Scientific Seminar “China's Global Strategy” organized by the Peoples' Friendship University of Russia.
The report emphasized that China's foreign policy ideology is continuously evolving and adapting to new challenges. Part of China's modern foreign policy vocabulary is “concern for the Celestial Empire”, that is, for the world as a whole, aimed at creating an image of a responsible state. A notable feature has been the integration of foreign policy concepts with the key strategy for China's domestic development, “Chinese-style modernization”. Chinese diplomacy is designed to provide favorable conditions for the implementation of national modernization, while the promotion of the Chinese experience of modernization outward becomes a source of “soft power” in communication with developing countries. It is noted that official ideology influences Chinese theory of international relations, guiding intellectual pursuits in the direction of convergence with Marxism and the legacy of traditional Chinese culture, encouraging scholars to comprehend global problems.
