International Scientific and Practical Conference “Tarle Readings. Toward a New Architecture of a Multipolar World”

On June 4, 2025, the International Scientific and Practical Conference “Tarle Readings. Toward a New Architecture of a Multipolar World” was held at the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation.

At the Session “Countries of World Majority: Prospects for Cooperation with Russia” (moderated by Ivan Timofeev, RIAC Director General, Cand. of Science (Politics)), Sergei Arteev, Research Fellow of the Department for Comparative Political Studies of the Center for Comparative Socio-Economic and Political Studies of IMEMO, Cand. of Science (Politics), spoke. He presented a report on the topic “’World Majority’ and Russia's Interests: a Critical Analysis”. The report states that strengthening of international political positions is a multi-component process that cannot do without a conceptual rethinking of the political picture of the world, and the construct of “world majority” was proposed for this reason. The idea of “world majority” was analyzed in practical terms on the cases of voting in the UN Security Council.  Despite the widespread use of this construct in Russian academic discourse and its introduction into diplomatic practice in 2022–2025, the question of what its essence is and, consequently, what potential it has for practical application remains open. This was the conclusion reached by the participants in the discussion at the session following the report.

At the Session “New Opportunities for Multilateral Cooperation: CIS, BRICS, SCO”, Natalia Romashkina, Head of the Group of Information Security Problems of the Center for International Security of IMEMO, Cand. of Science (Politics), delivered a report “Artificial Intelligence in the Nuclear Sphere: Threats, Opportunities and Prospects for Cooperation of the CIS, BRICS, SCO Countries”.
