On July 27, 2023 the presentation of the "Baltic Platform" was held at the Immanuel Kant Baltic Federal University. The event was attended by Feodor Voitolovsky, Acting Director of IMEMO, Alexey Gromyko, Director of the Institute of Europe of the Russian Academy of Sciences, Alexander Fedorov, Rector of the Immanuel Kant Baltic Federal University, as well as representatives of a number of other Russian institutions.

On October 4, 2022 at the Forum on Security and Cooperation between Russia and Belarus "Frontiers of the Union State", Academician Alexander Dynkin, President of IMEMO, proposed to consider the creation of a permanent forum in Kaliningrad, based on the experience of SPIEF, with the tentative name "Baltic Platform". Such a forum could demonstrate the opportunities and prospects for the development of the Northwestern Federal District and, first of all, the Kaliningrad Region.

According to the organizers, the "Baltic Platform" should become a place for scientific dialogue about today and tomorrow, the near future of the Baltic region countries.

The main organizers of the event are IMEMO, MGIMO University of the Ministry of Foreign Affairs of the Russian Federation, the Institute of Europe of the Russian Academy of Sciences and the Immanuel Kant Baltic Federal University.
