The COVID-19 pandemic broke out soon after the new leadership of the European Union outlined an ambitious plan of the European integration, aimed at strengthening of the role of the EU in the post bipolar world order. Transforming the EU into a full-fledged center of power, based on the liberal democracy, on the rule of law, on the responsible development and on the shared sovereignty, could significantly contribute to greater stability in international relations. This is especially important at the time when the world order is moving away from rules-based multilateral cooperation back to the old-fashioned politics of power...
