Roundtable Methodological Problems of Economic Theory and Noonomics: Value Paradigm of Social Development


On May 14, 2024 the Ural State University of Economics (Ekaterinburg) hosted the Roundtable “Methodological Problems of Economic Theory and Noonomics: Value Paradigm of Social Development”, organized within the framework of the event plan of the regional platform of the VI Moscow Academic Economic Forum.

Elena Sadovaya, Head of the Department for Complex Socio-Economic Research of the Center for Comparative Socio-Economic and Political Studies of IMEMO, Cand. of Science (Economics), Associate Professor, took part in the event (online).

In the presented report – “’Social development’ in the Era of Transformation of the World Order System” – Elena Sadovaya focused on the characteristics of the current stage of social development, denoting it as a period of change of the world order system, the collapse of the existing political and socio-economic order.

The speaker noted that in the conditions of a difficult period of transformation, the humanities face the task of rethinking the goals of social development. In particular, it concerns such a concept as “social development”, which became the cornerstone mechanism of power legitimization for the previous system of interstate relations.

The author emphasized that the social agenda, and this becomes especially obvious in the context of exhaustion of the previous left-liberal paradigm of social development, cannot be considered outside the cultural-historical and value contexts of a particular country.

Citing the experience of social policy organization in Russia as an example, the speaker analyzed both innovations already implemented in this area over the past few years, and those changes that are currently only planned to be introduced in accordance with the fundamental documents and development programs of the Russian Federation.

In practical terms, according to the speaker, in the very near future, in order to effectively organize social policy, our country should prioritize efforts aimed at forming its own sovereign digital ecosystem of public administration. Of equal importance are the tasks of substantive and semantic, methodological design of the policy pursued in the social sphere: development of an adequate conceptual, theoretical apparatus for describing, analyzing and forecasting modern social dynamics.
