115IMEMO Analytical Club is glad to announce its next meeting "EU Carbon Border Adjustment Mechanism: a challenge for Russia?". The event will be held on May 13, 2021, at 16:00 (Moscow time) in the conference hall of Academician N.N. Inozemtsev (3rd floor) and streamed on Zoom.
The speakers discussed the "green turn" in the global economy and its implications for countries, markets, trade in different groups of goods. They discussed the reasons for the introduction and possible configurations of the planned European Union Carbon border adjustment mechanism (CBAM), involving taxation of imports into the EU of the most carbon-intensive products. Participants showed that CBAM is a logical continuation of the EU climate and energy policies, it organically complements the new industrial strategy of the European Union and occupies an important place in its plans for economic recovery after the COVID-19 pandemic crisis. Particular attention was paid to the compatibility of the planned measures with the WTO rules and its impact on Russian exporters to the EU and the Russian economy as a whole. Estimates were presented on the possible results of the carbon capture projects of Russian oil and gas companies. The participants came to the conclusion that CBAM is a serious challenge for the Russian economy, but it also contains new opportunities for the modernization and expansion of the competencies of a number of Russian enterprises.
