II St. Petersburg Congress on International Studies "Global and Regional Challenges in the Changing World"

On April 25-27, 2024, St. Petersburg State University is holding the II St. Petersburg Congress on International Studies "Global and Regional Challenges in the Changing World".

The event was attended by employees of the Center for Comparative Socio-Economic and Political Studies (online).

  • On April 25, Sergei Arteev, Research Fellow, Cand. of Science (Politics), and Maxim Sigachev, Research Fellow, Cand. of Science (Politics), spoke at the section "Dividing Lines in the Ruling Circles of the West in the Formation of Policy toward Russia in the Context of Modern Confrontation" (moderator – Mikhail Margelov, Lomonosov Moscow State University, RIAC) with a report "The Ukrainian Crisis and the Religious Factor", in which they outlined current trends in the socio-political development of several Eastern European countries within the framework of the "state-church-society triad.
  • On April 26, Sergei Arteev at the section "World Politics in the Era of Turbulence" (moderator – Marina Lebedeva, MGIMO University of the Ministry of Foreign Affairs of the Russian Federation) made a report "The Problem of Development and Transnational Political Spaces", in which he highlighted the problems of sustainable and responsible development and ethnicity as a resource factor.

Elena Kuzmina, Head of the Sector of the Center for post-Soviet Studies of IMEMO, Cand. of Science (Politics), spoke:

  • On April 25 – at the section "Spatial Aspects of International Relations in the Assessments of Political Geographers and International relations Experts" (moderators: Natalia Mikheeva, St. Petersburg State University, North-West Institute of Management of RANEPA; Maria Bulanakova, Head of the Department of International Relations, North-West Institute of Management of RANEPA; Igor Okunev, Professorial Research Fellow, Director of the Center for Spatial Analysis in International Relations, MGIMO University of the Russian Ministry of Foreign Affairs of the Russian Federation) – with a report "Greater Eurasia: Political and Economic Structuring of the Macroregion";
  • On April 27 – at the section "The ‘Big Game’ in Central Asia in the New Geopolitical Conditions" (moderator: Yana Leksyutina, St. Petersburg State University) – with a report "The Impact of Sanctions against Russia and Belarus on the Economies of Central Asian States".

IMEMO employees took part in the section "South Asia in Regional and Global Politics: Issues of Hard and Sift Security".

  • On April 25, Alexey Kupriyanov, Head of the Center of the Indo-Pacific Region, Cand.of Science (History), made a presentation "Strangers in the Indian Lake: Problem of Perception of External Actors in the Indian Ocean Region in Indian Political Discourse".
  • On April 26, Gleb Makarevich, Junior Research Fellow of the Center of the Indo-Pacific Region, made a report "All the Things She Said: New Normality in India-Pakistan Relations".
  • Alina Vernigora, Junior Research Fellow of the Center for Strategic Planning Studies, delivered a report "Turkey in South Asia: A Welcome Friend or Uninvited Guest?".

 April 26

  • Withing the framework of the Congress, Principal Researcher of the Department of International Political Problems, Chief Research Fellow of the Department of International Political Problems, Dr. of Science (Politics) Marina Strezhneva presented her report «Prospects for Fiscal Union in Europe: features of ‘creeping federalization’» at the Sub-Forum «European Integration in the Context of the World Order Transformation», which took place on April 26. She considered the question of whether to expect the emergence in the EU of permanent instruments of “fiscal support” following the “Next Generation European Union” program. Such instruments would allow the Union to repel new challenges and threats more reliably. The presenter came to the conclusion that, due to the characteristics of NGEU, it is difficult to duplicate or to transfer to a permanent basis. At the same time, “creeping federalization” in the European fiscal union is paving the way towards closer integration in the budget sphere.
  • Maria Pavlova, Research Fellow of the Department for European Political Studies, Cand.of Science (History), made a presentation "Our Common Vilnius?": Attempts to Create a New Polish-Lithuanian Memory Regime" within the framework of the Roundtable "Historical Politics in the post-Soviet Space".

Pavel Timofeev, Head of the Sector for Regional Issues and Conflicts of the Department for European Political Studies, Cand. of Science (Politics), spoke at the XIII International Roundtable “International Organization of Francophonie: History and Prospects” held within the framework of the Congress with a report “Francophonie in the 2020s: Challenges and Opportunities for France's Soft Power”.


The event was attended by leading Russian and foreign experts in the field of international political, economic and social studies, who discussed the problems of development of international relations, their history and current state.
