Dmitry Stefanovich made a report on the promising non-nuclear weapons and nuclear weapons in the framework of the international conference of the United Nations Institute for Disarmament Research “Nuclear Risk: Across Technologies and Domains”.

During the discussion Dmitry Stefanovich pointed out that the optimal relative rates of the “transparency” and the “uncertainty” in terms of military potentials from the point of view of ensuring military security are determined by the states of the world in different ways. This creates a certain threat of the incorrect interpretation of the certain actions. In such conditions, there is a growing need of restoration and strengthening of the communication channels between the nuclear powers, as well as of the increase of the level of transparency in the field of doctrinal guidelines, including the terms of the kinds of the high-precision long-range weapons.
