Which reform could best help the UN Security Council to realize its potential?

Abstract
The article focuses on the key aspects of the adaptation of the UN Security Council to the realities of the twenty-first century. On the one hand, even in its current format, the UNSC can more effectively manage the tasks entrusted to, This could be achieved if its members are willing to demonstrate strong political will and compliance with the norms of the UN Charter, even without additional powers or fundamental institutional reforms. On the other hand, the long overdue need is stressed to ensure better representation of the developing countries of Asia, Africa and Latin America in the UN Security Council and to meet their reasonable demands for permanent representation. To cope with the growing and spreading new threats and challenges to global stability, the article suggests measures to strengthen the central coordinating role of the UN Security Council in international risk management and to improve the functionality of such UNSC mechanisms as the Military Staff Committee, the Counterterrorist Committee, the 1540 Committee etc.
