Diversification of Russian Arms Exports: Venezuelan Case Study

Abstract. The authors present the case study of military-technical cooperation between Russia and Venezuela since 2000 as an important component of contemporary international policies at large. The analysis is based on the systemic analysis of the current geopolitical and military-strategic situation. This permited to identify the most important current trends and key features of the world arms market’s development. Until early 2000s Russian exports of armaments and military equipment was featured by extremely law degree of geographical diversity: in 2004 more than 4/5th of all foreign sales were concentrated on just two major customers – China and India. This implied serious economic risks in view of the latters’ steady efforts to develop national arms production. Market research of the Russian state corporation “Rosoboronexport” singled out Venezuela as a prospectively abundant new customer. In order to penetrate into this market major efforts were undertaken by “Rosoboronexport”, the constituting companies of the Russian defense-industrial complex and of the top-level political authorities. As a result, Venezuela turned to be a fully new buyer of the Russian armaments. Massive deliveries of weapons and military equipment from the Russian Federation to Venezuela in the period of 2006–2013 helped Russian defense-related enterprises to continue production, despite temporary reduction of Chinese orders, as well as intensive modernization of their technologies and product lines. So far, the major finding of the Venezuelan case study is that the strategy of geographical diversification of the Russian arms deliveries proved to be an efficient tool both for raising the nation’s competitiveness at the world foreign markets and for promoting its political and strategic goals internationally.
