Contribution of High Growth Enterprises in Solving Problems of Employment

Abstract. Promotion of rapidly growing enterprises (“gazelles”) is an essential condition for successful solution of employment problems. Priority should be granted to support of high growth enterprises in high technology manufacturing and knowledge-intensive business services. Dissemination process of such enterprises in each country is characterized by a certain industry-specific factors. Author’s analysis of statistical information allows to conclude that the high-tech manufacturing industries do not play a significant role in solving the problems of employment. They are capable for only partial compensation of the loss of jobs in labor-intensive sectors of the economy. Accumulation of the population of industrialized countries knowledge together with high levels of computer literacy contributed to the revitalization of business services sellers. The article proceeds from the assumption that the business services’ sectors and especially in the field of business services to a certain extent are capable of absorbing additional workforce. The author argues that employment in the services sector in the EU is still largely focused on traditional sectors of activity. Knowledge-intensive services that are important from the point of view of economic dynamics, gain positions only in several markets. One of the reasons is insufficient attention of politicians, scientists and civil society of EU member states to the business knowledge-intensive services market. Analysis of the prospects of high growth enterprises’ expansion is based on the concept duality of modern worker’s market status. Namely, a worker can simultaneously be an employee and entrepreneur or regularly alternate activities as self-employed and employed worker.
