Abstract. The author examines the essence and distinguishes the features of public broadcasting service, conducts critical analysis of establishment and development of this institution in Great Britain (using the example of The British Broadcasting Service), estimates its development level in Russià. The comparative analysis allows to state that in Great Britain this institution has arisen and is fully functioning, while in Russia it is premature to assess the attempt of its creation as successful.
