Abstract. The “Energy Strategy of Russia for the period up to 2013” warrants a significant buildup of oil and gas extraction. However, the actual state of things in these branches does not even point to the maintenance of their present level, quite apart from their increase. There are several reasons for it, but the main are violations in the management structure of the national geological survey. It is long past time to promptly restore the Ministry of Geology with all its divisions able to perform the green-field exploring over the vast domain of the country.

Keywords: energy strategy, fuel and energy complex, Ministry of Geology, oil and gas reserves, oil refining extension, oil refineries, oil-dissolved gas, petrochemical production
