Abstract. Modernization is not just a sum of concrete material projects, nor can it be limited by technological projects. Democracy and market economy are indispensible for creating a modern society in Russia. European values cannot be ignored. At the same time, it is impossible to forget that an intense conflict is going on along the line North-South, exacerbated lately by the rise of terrorism.
