Abstract. The author argues that internationalization of national high-technology start-ups and global circulation of brains are objectively interrelated processes which the intensity will steadily grow in mid-term period. It would be completely unreasonable and useless to try to confront this trend. In this connection we need to theoretically study the nature of the abovementioned phenomena amd to look for practical measures aimed at providing the maximum benefits for the Russian high-technology start-ups which are the nuclei of the domestic innovation system.
