Abstract. After coming to power, President Zelensky initiated the resumption of negotiations in the “Normandy format” on a peaceful settlement of the conflict in Donbass. A little hope to end a civil conflict in Ukraine emerged. However it soon turned out that the political course of the new president is practically not different to that of his predecessor. Kiev puts forward demands that run counter to the Minsk agreements, which makes them impossible a priori. Implementation of the agreements reached in Minsk in 2014 and 2015 seems impossible. The Minsk process is at a political standstill.

Keywords: Minsk agreements, Special Status Act, local elections, Russian-Ukrainian border, meeting in the “Normandy format”, Germany, France, USA, European Union
