Abstract. The article analyses the five-year program of the new Ukrainian Government passed by the parliament on October 4, 2019. The basic principles of the program include the establishment of an agricultural land market, the sale of state and municipal property and close cooperation with the EC. The author states that the positive goals of the Government are not supported by detailed instruments and mechanisms of their implementation. Besides the prospects of future structural changes and basic economic indicators are not presented. An overwhelming majority of the Ukrainian society is opposed to the land reform. The conclusion is made that the new program would probably contribute to the Ukrainian reforms, but its implementation is rather doubtful.
