Migration Regulation Instruments: Contracting and Bilateral Labour Agreements (Russia – Uzbekistan)

Abstract. Migration policy instruments are a reliable indicator of its effectiveness. Specific models of migration regulation are formed on their basis. The structure of the na-tional system of migration policy instruments makes it possible to assess its ade-quacy in general.
Bilateral labor agreements on organized cross-border migration are one of the important instruments of its regulation. They are designed to meet the needs of destination countries in specific categories of labor migrants. Origin countries are interested in these agreements for employment of surplus population and receiving remittances.

Russia concluded the first such agreement with Uzbekistan. This agreement can play an important role in the further development of the country's migration policy on condition of an integrated approach to the management of selecting, training, reception and employment of foreign labor.
