Evolution of Russia’s approaches to the “responsibility to protect”

Abstract. The crisis in relations between Russia and the West negatively affects the potential of “Responsibility to Protect” to serve as an instrument of collective, coordinated international reaction to emerging humanitarian issues. However, there already is considerable, albeit controversial, experience of international cooperation in this field, including that with Russia’s involvement. Russia’s approach to conceptual and practical aspects of R2P remains cautiously critical –mostly due to motivations linked to the issues of sovereignty and use of force across borders. Still, there is a certain potential for Russia’s growing involvement in R2P-related matters which may help channel the dynamics of world politics in a more positive direction.
