The poles of competitiveness as a model for the organization of French innovation space: specificity, efficiency, the possibility of application for Russia

In modern Russia there is an active search for the way of innovative modernization of national economy. The poles of competitiveness as a key instrument for implementing France's innovation policy deserves special attention. The lessons of this practice can be very useful, given the fact that analogue of the poles of competitiveness can be considered the Russian pilot innovation territorial clusters launched in 2012. It is important to understand whether and to what extent it is possible to adapt the French version of the innovative cluster policy for Russia, and whether it can be considered as an alternative model of innovative development of separate regions and sectors of economy. The policy of «poles of competitiveness" is very atypical for developed industrial countries. The authors tried to show specificity of this policy and to describe the main unsolved problems faced by French government during the fourteen years its implementation. In addition, the experience of the poles of competitiveness, where the state plays the main role in their organization and functioning, allows us to approach the solution of such a complex problem — how effective is the dirigisme model of developing network structures.
