Abstract. Due to the incompatibility of Russia’s and Western countries’ goals in the Ukrainian conflict the crisis in Ukraine remains a highly destabilizing factor in the global politics. In order to avoid further sacrifices and at the same time to prevent the leading world powers from sliding into a full-scale confrontation a packet agreement (“Minsk-2”) was signed in February 2015 presenting a set of compromises aimed at realization of the earlier Minsk agreements. However its implementation still remains undecided because of the official position of Kiev and its Western allies.
